Art Supplies – my favorite resources, as one terrific watercolor teacher said to my class once (paraphrasing here) :  “USE GOOD PAINT – you can get a lot more pleasure out of one tube of paint for $8 – and it will last you much longer than a movie or lunch. “

And the other thing that an art teacher in France told me:

“ Americans who are learning worry too much about each painting being something precious that no one can correct, that should be revered – when you’re learning, accept a teacher’s paintbrush, don’t worry about each painting being a flawless piece of art—don’t worry about how much paint you use – just work”

And a teacher in Scottsdale:

“Use good brushes!!!!”

All of which is to say – Good supplies are worth the money, whether you’re a beginner or an accomplished artist, and don’t be stingy in the usage or application of those materials either! 

That being said, no reason to pay top dollar when there are wonderful outlets available to buy top-of-the-line supplies at a great price:
